Short answer
In 2026, Australian cost guides put bonded (non-friable) asbestos removal at about $32–$160 per m². Most quotes fall between $40 and $100 per m², and most removalists set a minimum charge of $1,500–$2,000. Friable asbestos costs two to three times more, about $107–$300 per m², because it needs a Class A licence, full containment, independent air monitoring and clearance.

Those ranges are national and Brisbane figures from 2026 cost guides. They are not Burke Industries' prices. Your quote depends on the material, the area, how hard it is to reach, and what the job has to include under Queensland law. This guide explains each cost driver, what commercial jobs cost in practice, and how to read a quote so you can compare like with like.

What drives asbestos removal cost
1. Friable or non-friable: the licence class
The biggest single cost driver is whether the asbestos is friable. Friable material crumbles by hand and releases fibres easily. It includes pipe lagging, sprayed insulation and low density board, a ceiling and wall board common in 1950s–1970s buildings. Queensland has classed low density board as friable in all circumstances since May 2021.
Friable removal can only be done by a Class A licence holder. It needs a sealed enclosure, decontamination for workers, and air monitoring by an independent licensed asbestos assessor. That is why friable work costs two to three times as much as bonded fibro. If your quote assumes bonded material, make sure lab results back that up.
2. Area, and why small jobs cost more per m²
Every licensed job carries fixed costs before any sheeting comes off. These include the asbestos removal control plan, five days' written notice to Workplace Health and Safety Queensland, setting up and decontaminating the work area, and disposal runs. Fixed costs explain the minimum charge. One Brisbane guide prices a 5 m² bathroom at about $65 per m² and a 50 m² job at about $40 per m². If you have several small areas, removing them in one job is usually cheaper than in separate visits.
3. Access and working height
Roofs, gables, eaves and high ceilings cost more to strip. Work with a risk of a fall of more than 2 metres is high risk construction work under the Work Health and Safety Regulation 2011. It needs a safe work method statement and fall protection such as scaffold, edge protection or an elevated work platform. Tight access, steep pitches and occupied buildings that must stay open all add labour time.
4. Disposal and transport
Fibro weighs about 11–16 kg per m², so 100 m² of sheeting is more than a tonne of asbestos waste. Toowoomba Regional Council accepts domestic asbestos only at the Greater Toowoomba Waste Management Facility at Wellcamp. Loads are limited to 175 kg, must be double-wrapped in 200-micron plastic, and cost $287.30 per tonne. Council does not accept asbestos from commercial sources. Most removal jobs therefore include transport to a licensed facility in the removalist's price.
There is some good news on disposal. Asbestos waste that is lawfully managed and transported is exempt from the Queensland waste levy, which is $100 per tonne for general waste in the regional zone in 2026-27. Ask your removalist to confirm the receiving facility and provide disposal records.
5. Air monitoring and clearance
After licensed removal, an independent person must inspect the area and issue a clearance certificate before it is reoccupied. For Class A work, that must be a licensed asbestos assessor. For Class B work, an independent competent person can do it. Air monitoring is mandatory before and during friable removal and optional for bonded work. Published 2026 ranges are $300–$600 for a clearance certificate and $400–$2,000 for monitoring and clearance on friable jobs. Check whether these are in the quote or billed separately by the assessor.
6. Testing before you quote
Fibro from before 1990 often contains asbestos, but you can't tell by looking. Lab analysis costs $25–$200 per sample depending on turnaround. A survey or register for a commercial building costs more. Testing first stops you paying friable rates for bonded material, or finding friable material halfway through a job.
Residential vs commercial asbestos removal
Residential jobs are usually bonded fibro: bathroom walls, eaves, sheds, fences and roofs. They are priced per m² or per job, and often sit near the minimum charge. Commercial jobs are different in three ways.
- A register sets the scope. Queensland workplaces built before 31 December 1989 must keep an asbestos register unless no asbestos is identified or likely. The register, or a refurbishment and demolition survey, defines what has to be removed.
- Buildings often stay in use. Schools, offices and health facilities may need staged work, after-hours shifts and air monitoring next to occupied areas.
- Reinstatement is usually included. Removing a ceiling means putting a new one back, so the contract covers rebuilding as well as removal.
Public contract records show what this looks like in Queensland. In 2022–23, QBuild awarded Burke Industries several school contracts to remove low density board, most including reinstatement:
| Project (QBuild) | Scope | Contract value |
|---|---|---|
| Lockyer District State High School, Gatton (Nov 2022) | LDB removal and reinstatement, Block C | $492,800 |
| Chinchilla State High School (May 2023) | Replace LDB sheeting, admin ceiling, A Block | $351,780 |
| Killarney State School (May 2023) | LDB removal, secondary block staircase and home economics block | $248,050 |
| Laidley and Mount Sylvia state schools (Jun 2023) | LDB removal at two schools | $197,552 |
These values cover the whole contract, including reinstatement and associated works. Don't read them as per-m² rates. They show the scale of friable removal in occupied public buildings.
How to read an asbestos removal quote
Two quotes for the same job can differ by thousands of dollars because they include different things. Check each quote for these items:
- Licence class and number. Class A for friable work, A or B for bonded work over 10 m². Check the number on WorkSafe Queensland's public register.
- Material and test results. The quote should name the material, say whether it is friable or bonded, and refer to lab results or a register.
- Measured scope. Areas in m² or lineal metres, room by room, not “remove asbestos from house”.
- Control plan and notification. An asbestos removal control plan, and five days' notice to Workplace Health and Safety Queensland for licensed work.
- Air monitoring and clearance. Who engages the independent assessor, and whether the cost is included.
- Disposal. Where the waste goes, and whether you get disposal records.
- Making good. Whether new sheeting, ceilings, roofing or painting are included, or whether you need another trade.
- Exclusions and provisional sums. How hidden asbestos found during the work will be priced.
- Access equipment and GST. Scaffold, elevated work platforms and GST should be shown, not added later.
Warning signs: no licence number, a lump sum with no areas, “clearance by our own staff” on a Class A job, or no answer to where the waste is going.
Can you remove asbestos yourself in Toowoomba?
For small amounts of bonded asbestos, the law allows it, but the rules still apply. Anything friable, and any bonded job over 10 m², needs a licensed removalist.
For anything larger, or anything you aren't sure about, our licensed asbestos removal service in Toowoomba covers friable and bonded work under Class A licence 2302383.
Frequently asked questions
How much does asbestos removal cost per m² in Toowoomba?
2026 Australian cost guides put bonded (non-friable) asbestos removal at about $32–$160 per m², with most quotes between $40 and $100 per m². Friable asbestos costs about $107–$300 per m². Small jobs cost more per m², and most removalists charge a minimum of $1,500–$2,000.
How much does it cost to remove an asbestos roof?
Removal alone typically costs $20–$110 per m², or about $3,500–$5,500 for a whole house roof. Removal plus a new roof usually costs $15,000–$38,000 for a typical home, depending on roof size, pitch and the new roofing material.
Can I take asbestos to the Toowoomba tip?
Only domestic asbestos, and only up to 175 kg per load, to the Greater Toowoomba Waste Management Facility at Wellcamp. It must be double-wrapped in 200-micron plastic, taped and labelled. The 2026/27 fee is $287.30 per tonne. Council does not accept asbestos from commercial sources.
Do I pay the Queensland waste levy on asbestos?
Asbestos waste that is lawfully managed and transported is exempt from the Queensland waste levy. That is one reason to use a licensed removalist who keeps disposal records. Asbestos mixed with other waste may not qualify for the exemption.
Why is friable asbestos removal so much more expensive?
Friable asbestos releases fibres easily, so only a Class A licence holder can remove it. The work needs a sealed enclosure, worker decontamination, and air monitoring by an independent licensed asbestos assessor before and during removal. A licensed assessor must also issue the clearance certificate.
Is asbestos testing worth paying for before getting quotes?
Usually, yes. Lab analysis costs about $25–$200 per sample. Results tell you whether the material is asbestos and whether it is friable, so every removalist quotes on the same basis and you avoid paying friable rates for bonded material.
