Short answer

Every demolition or removal of a building in the Toowoomba Region needs a building works approval. Council also decides whether a security bond is required, and charges $394.50 in 2026/27 to make that decision. State or local heritage places and Neighbourhood Character Places generally also need an impact-assessable development application, which takes at least 12 weeks.

Demolition approvals in the Toowoomba Region come from three directions. Council and building certifiers deal with the building approval and bonds. The planning scheme decides whether heritage or character controls apply. Workplace Health and Safety Queensland deals with notifications and asbestos. This guide follows Toowoomba Regional Council's “Removal of buildings” guidance and the Queensland rules behind it, in the order a project manager needs them.

Step 1: Check heritage and character overlays first

Start with the overlays, because they decide whether you're looking at weeks or months. Toowoomba Regional Council's guidance is direct: for properties identified as a State or Local Heritage place, or a Neighbourhood Character Place, you generally need an impact-assessable development application to demolish all or part of the building. Council's online mapping service shows whether a property is affected. State heritage places are also listed on the Queensland Heritage Register, which can be searched online.

If your site is affected, plan for a development application before anything else. Talk to a town planner or council's technical advice officers early. A heritage report or an argument about the building's contribution to the streetscape is often the difference between approval and refusal. That decision sits with council, not the demolition contractor.

Step 2: Lodge the building works application

Council's guidance says you need a building works application to remove, demolish or relocate a building. Applications use DA Form 2, with council's checklist for the building type, and can be lodged by email or in person. Most owners and developers engage a private building certifier, who lodges the approval with council. Council also offers certification through its own service, priced on application.

Two things hold up building approvals more than anything else:

  • The bond. Council can't issue the building work approval until any security bond it requires has been paid.
  • Missing information. Site plans, the building's class and floor area, and details of what will be left on site, such as slabs and footings, are needed for the certifier and for council's bond assessment.

Step 3: The security bond

When a building is demolished or removed, council acts as a concurrence agency under the Planning Act 2016. That means council assesses the application and decides whether a security bond is needed to make sure the site is left safe and tidy. In 2026/27, council charges $394.50 per application to decide whether a demolition or removal bond is needed. There is no charge for Class 1a or Class 10a buildings of 36 m² or less. The amount of any bond is set in council's decision.

Relocating a building

Relocating a building within the region, common with highset timber houses, needs two bond assessment applications: one for removal from the old site and one for relocation to the new site. Council's fee to decide the relocation bond is $1,052. Depending on its intended use, the relocated building may also have to comply with the Toowoomba Regional Planning Scheme at its new site.

Step 4: Impact-assessable applications for heritage and character places

If an overlay applies, the development application follows Queensland's Development Assessment Rules. Impact-assessable applications must be publicly notified, and anyone can make a submission. The minimum statutory periods are:

StageStatutory period
Confirmation that the application is properly madeUp to 10 business days
Responding to an action notice, if the application is incomplete20 business days (extendable)
Referral to any referral agenciesApplicant refers within 10 business days; agencies have 25 business days
Public notificationAt least 15 business days
Decision period35 business days, including any information request

Even without referrals or extensions, confirmation, notification and decision add up to about 60 business days, or 12 weeks. Information requests, referrals and stopped clocks can take it well past that. Council's 2026/27 fee for an impact-assessable demolition application is $5,130 regardless of floor area, plus $2,565 for the heritage or character overlay.

Step 5: Asbestos survey and removal

Before any demolition, asbestos likely to be disturbed must be identified and, so far as reasonably practicable, removed. That duty sits under the Work Health and Safety Regulation 2011, with separate provisions for workplaces and for domestic premises. At a workplace, start with the asbestos register. If it isn't adequate for demolition, commission an asbestos survey for the parts of the building being demolished.

Licensed asbestos removal must be notified to Workplace Health and Safety Queensland at least 5 days before it starts. A clearance certificate is needed before demolition proceeds in that area. Friable asbestos, including low density board, needs a Class A licensed removalist. Build both the survey and the removal into the program before demolition, not alongside it.

Step 6: Disconnect services

Services need to be disconnected or sealed before demolition starts, and two of them have long lead times:

  • Electricity. Request removal through your electricity retailer. Ergon Energy aims to remove urban connections within 20 business days, and demolition cannot start until Ergon confirms in writing that the connection has been removed.
  • Water. Council disconnects water services. In 2026/27 the fee is $500.85 for a 20–50 mm service, with larger services priced on application.
  • Sewer and stormwater. Council requires a licensed plumber to seal the drains for any building with plumbing and drainage connected. New drainage on the site needs its own plumbing approval.
  • Gas. Allgas meter abolishment is arranged through your gas retailer and priced by quote.

Step 7: Licence and WorkSafe notice

Most commercial demolition must be done under a WorkSafe Queensland demolition licence. A licence is required for work using load-shifting machinery such as excavators, structures with pre-tensioned or post-tensioned components, explosives, and all demolition other than houses and their outbuildings. The contractor must also give WorkSafe Queensland 5 days' written notice before demolishing a load-bearing structure 6 m or higher, using load-shifting machinery on a suspended floor, or using explosives.

A realistic program

Statutory periods are minimums. A realistic sequence for a commercial demolition in the Toowoomba Region looks like this:

StageMinimum timeRuns in parallel with
Overlay check and asbestos register or surveyDepends on the consultantContractor pricing
Impact-assessable DA, heritage or character onlyAbout 60 business daysNothing else should start
Building works approval and bond decisionDepends on the certifier and councilElectricity disconnection request
Electricity removalUp to 20 business days (urban)Building approval, asbestos notice
Asbestos removal notice, then removal and clearance5 days' notice, then the removal periodWater, gas and drain disconnections
Demolition notice to WorkSafe Queensland (if triggered)5 daysAsbestos clearance

Without a heritage or character overlay, the critical path is usually the electricity removal and asbestos work. With one, the development application decides the program.

Checklist before you book a demolition

  1. Check council's mapping and the Queensland Heritage Register for heritage and character overlays.
  2. Engage a certifier and lodge the building works application. Allow for council's bond decision.
  3. Get an asbestos register or survey that covers the parts being demolished.
  4. Request electricity removal through your retailer as early as possible.
  5. Arrange water disconnection, drain sealing by a licensed plumber, and gas abolishment.
  6. Confirm your contractor's WorkSafe Queensland demolition licence and asbestos licence class.
  7. Agree who lodges WorkSafe notifications and who pays each fee.

Frequently asked questions

Do I need approval to demolish a building in Toowoomba?

Yes. Toowoomba Regional Council requires a building works application to remove, demolish or relocate a building. It's usually lodged through a building certifier. Heritage and Neighbourhood Character places generally also need an impact-assessable development application.

How much is the demolition bond in Toowoomba?

Council decides whether a bond is needed and how much it is. In 2026/27, council charges $394.50 to decide a demolition or removal bond, with no fee for Class 1a or 10a buildings up to 36 m², and $1,052 to decide a relocation bond. Any bond must be paid before building approval is issued.

Can I demolish a house in a Neighbourhood Character area?

Possibly, but you generally need an impact-assessable development application first. It is publicly notified for at least 15 business days, and council has a 35 business day decision period. In 2026/27, the application fee is $5,130 plus $2,565 for the overlay.

How long does demolition approval take in Toowoomba?

Without heritage or character controls, the building approval usually isn't the critical path. Electricity removal (up to 20 business days) and asbestos removal often are. With an impact-assessable application, allow at least 60 business days, about 12 weeks, before demolition can start.

Do I need an asbestos survey before demolition?

Asbestos likely to be disturbed must be identified and, so far as reasonably practicable, removed before demolition, under the Work Health and Safety Regulation 2011. At a workplace, that starts with the asbestos register, plus a survey of the areas being demolished if the register isn't adequate.

Who disconnects the services before demolition?

Ergon Energy removes the electricity connection after a request through your retailer. Council disconnects water. A licensed plumber seals the drains, and your gas retailer arranges Allgas abolishment. Demolition can't start until Ergon confirms in writing that the connection has been removed.

When must WorkSafe Queensland be notified about a demolition?

At least 5 days before demolishing a load-bearing structure 6 m or higher, before using load-shifting machinery on a suspended floor, or before using explosives. Licensed asbestos removal also needs 5 days' notice.
