Between 2016 and 2018, Burke Industries delivered asbestos remediation for the Department of Defence at Army Aviation Centre Oakey and Borneo Barracks, Cabarlah. Defence went to open tender for asbestos remediation at two Darling Downs bases: Army Aviation Centre Oakey and Borneo Barracks at Cabarlah. Both contracts called for licensed asbestos work on Commonwealth sites.
The larger tender covered asbestos containing material at both bases, so the work had to be planned and delivered across two separate Defence sites.
Defence's tender asked for the design and delivery of the remediation works, not removal alone. The contractor had to work out how each area would be remediated, then carry it out.
Defence released the technical specification only to tenderers who signed and returned a confidentiality agreement.
The larger contract ran from February 2016 to June 2018 and was varied four times, taking it from $632,079 to $1.49 million.
Asbestos removal on a Defence base in Queensland is licensed work under the Work Health and Safety Regulation 2011. These are the controls that work carries.
Remediation was designed against Defence's technical specification for each area of asbestos containing material, then delivered under the contract.
Licensed asbestos removal needs an asbestos removal control plan and written notice to Workplace Health and Safety Queensland at least five days before work starts.
After licensed removal, an independent assessor or competent person inspects each area and issues a clearance certificate before it is reoccupied.
A separate asbestos remediation contract ran from February to June 2016, valued at $439,098 after two variations.
Both contracts were awarded through open tender and are published on AusTender. The larger one was varied four times over its 28-month term, taking it from $632,079 to $1.49 million.
Send us the asbestos register, specification and site access requirements. We'll price the removal, notifications and clearance as one package.
